Tom Marwick is responsible for implementing the Policy for the responsible use of AI in government and leads AI policy development at the Digital Transformation Agency (DTA).

Tom spent over 15 years managing service delivery and administrative decision-making operations before moving into digital in 2022. Leading the implementation of a machine learning risk model taught him that successful technology adoption requires reimagining systems around new capabilities – and supporting staff through training and change management, not just retrofitting old processes.

Tom’s work on DTA’s inputs into the APS AI Plan shaped his thinking about system-wide change. Leveraging DTA’s central role, he’s supporting government to build confidence and capability through initiatives like the Copilot trial, AI guidance, and policy positions that enable agencies to move at pace while maintaining public trust.

This means creating hybrid roles combining technical fluency with policy judgment and building the capability infrastructure to keep pace with private sector adoption – shaping how AI develops, not just reacting to it.

As someone with mild dyslexia who uses AI daily, and as the DTA’s D&I Champion, Tom has firsthand insight into how AI can improve both public services and everyday work. He is committed to accessible and inclusive AI adoption, applying a radical incremental mindset that focuses on practical steps which add up to meaningful change.
