The scenario
It’s 2035 and global sea levels are on the rise. As people in the Pacific islands are looking for safer shores, Australia agrees to take them in – but it soon becomes apparent that the scheme has severe ethical gaps and even legal challenges. As political discourse about these refugees grows increasingly heated, public sector organisations are grappling with their own internal cultural and ethical challenges. Could a national, public sector-wide ethical framework have prevented this?
