Dr Rachel Bacon

Senior public sector leader
Dr Rachel Bacon has 28 years of public service experience, including 19 years in senior leadership roles across the Australian Public Service and the Northern Territory Government. She concluded her APS career as Deputy Commissioner at the Australian Public Service Commission, where she led the government’s 10-year public sector reform agenda and oversaw integrity policy across the Commonwealth. She serves on the IPAA ACT Council, where she works to promote excellence in public administration.
Rachel has a passion for collaborating with communities and the people government works with and for, to shape systems that deliver outcomes that endure. Her experience spans public sector reform, integrity, regional and place-based policy, environment, and national security, with particular insight into Commonwealth–state–territory relationships drawn from three years in the Northern Territory public service. She holds a PhD in administrative law from the University of Sydney and is a Graduate of the Australian Institute of Company Directors.
