You’ll develop practical skills to recruit high-performing employees through fair, transparent and evidence-based recruitment practices. Using practical case studies, group discussions and interactive activities, you’ll explore every stage of the recruitment lifecycle, from planning and advertising through to interviewing, selection, feedback and onboarding.

  • Apply merit-based recruitment principles and understand the legislative, ethical and governance requirements that underpin recruitment within the ACT Public Service and Australian Public Service.
  • Use the ACTPS Professional Capability Framework and APS Integrated Leadership System (ILS) to identify capability requirements and assess candidates consistently.
  • Plan an effective recruitment process, including defining role requirements, selecting assessment methods and establishing effective selection panels.
  • Develop inclusive recruitment strategies that attract diverse, high-quality candidates while supporting equal employment opportunity and accessibility.
  • Recognise common forms of unconscious bias and apply practical techniques to minimise their influence throughout recruitment and selection.
  • Conduct objective shortlisting using evidence-based assessment against essential requirements, capabilities, knowledge and experience.
  • Design and conduct structured behavioural interviews using the STAR methodology and capability-based questioning techniques.
  • Select and apply appropriate assessment methods, including work samples, presentations, written exercises and referee checks, to support robust selection decisions.
  • Make transparent, evidence-based selection recommendations that align with merit principles, organisational capability requirements and workforce needs.
  • Deliver constructive candidate feedback that supports professional development while maintaining fairness, consistency and organisational reputation.
  • Apply best-practice onboarding principles to support successful transition, engagement and early performance of new employees.
